- ➤ A federal judge said he would review how Jackson spent about $60 million from a Siemens settlement and subpoenaed records to see if the funds can offset a water rate hike proposed by interim manager Ted Henifin, who noted the system faces a $36 million deficit — the review will help decide if a rate increase is truly needed.
